GameObjects are not draggable when using the scroll wheel
How to reproduce:
1. Download user's attached 'ScrollWhileDraggingBug.zip' project
3. Select Main Camera GameObject
4. Drag it down using the scroll wheel
Expected result: GameObject is draggable using the scroll wheel
Actual result: GameObject is not draggable using the scroll wheel
Reproducible with: 2017.4.28f1, 2017.4.31f1, 2018.4.6f1, 2019.1.13f1, 2019.2.1f1, 2019.3.12a1
Not reproducible with: 2017.4.0a1, 2017.4.27f1
Notes:
-The issue is not reproducible on Windows, reproducible on MacOS
-Does not reproduce with Apple Magic Mouse
