Game view with Custom Layout doesn't fill whole area when UI scaling set higher than 100
Reproduction steps:
1. Open the attached project "Test 2019.3 layout.zip"
2. Switch between the "Bad" and the "Good" Layout in the top right Layout dropdown menu
Expected result: Game view with "Bad" Layout fills the whole Game view area
Actual result: Game view with "Bad" Layout doesn't fill the whole Game view area
Reproduces on: 2019.3.7f1, 2020.1.0b3, 2020.2.0a4
Could not test on 2017.4.38f1 and 2018.4.20f1 due to the Layout dissapearing and no UI scaling option
Notes:
-As a workaround, creating a new exact Layout solves the issue
-When UI scaling is set to 200% and above the issue does not reproduce anymore with the "Bad" Layout applied

Resolution Note:
Actually this is normal behavior, please uncheck "Low Resolution Aspect Ratios" in the Aspect dropdown
