Game view Toolbar buttons do not work when clicking them in Play Mode with the Game view window maximized
How to reproduce:
1. Create a new project
2. Enter the Play Mode
3. Maximize the Game View tab
4. Press the Game View top toolbar buttons (Stats, Gizmos, etc.)
Expected results: All Toolbar buttons work as expected
Actual results: Toolbar buttons do not work
Reproducible in: 2022.3.19f1, 2022.3.20f1, 2023.2.8f1, 2023.2.12f1, 2023.3.0b1, 2023.3.0b3
Not reproducible in: 2021.3.35f1, 2022.3.18f1, 2023.2.7f1, 2023.3.0a19
Fixed in: 2023.3.0b4
Reproduced on: Windows 11 (23H2), macOS 13.6.4 (M1, 2020)
Not reproduced on: No other environment tested

- Seemingly, the bug did not exist in other streams at the time it was fixed in 2023.3.0b4
