Game View and Objects in Scene View are black when new HDRP project is created
How to reproduce:
1. Create HDRP project
Reproducible with: 2019.1.0b5, 2019.2.0a6
Not reproducible with: 2017.4.7f1 (no official HDRP), 2018.3.7f1
Actual results: game view is blank, scene view objects are black
Expected results: visible objects
