[Frame Debugger] Frame debugger and game window flicker when resizing game window
How to reproduce:
- Open the attached "20220221_urp.zip" project and scene "Test"
- Enable frame debugger
- Start resizing (dragging) Game Window
Expected result: Game Window is resized with no artifacts
Actual result: Frame Debugger is flickering
Reproducible with: 2020.3.41f1, 2021.3.12f1, 2022.1.20f1, 2022.2.0b12, 2023.1.0a15
