Frame Debugger foldouts stutter or fail to open/close fully when cursor is not moved after clicking on them
Steps to reproduce:

- Enter Play mode
- Click on the bug icon in the Game view or go to Window > Analysis > Frame Debugger
- Enable the Frame Debugger
- Click on any foldout but do not move the cursor after
- Collapse any foldout but do not move the cursor after
- Repeat 5-6th steps with different foldouts
- Observe the behavior
Actual results: the foldouts do not fully open/collapse or stutter if the cursor is not moved after pressing on it
Expected results: the foldouts open and collapse instantly once pressed
