ForceSceneID doesn't change sceneID of inactive NetworkIdentity
Steps to reproduce:
1. Open attached project "772725.zip"
2. Open scene "main"
3. Build and run project
4. In built project, press "S" on keyboard to start as Server
5. Get back to editor and open "test-client" scene
6. Run the scene to connect to server
7. In console, notice "10"; "20"; "30" printed. These are sceneIDs of NetworkIdentity objects found in scene
8. Bellow these IDs, notice errors that objects with IDs "10"; "20"; "30" aren't found
Additional steps:
9. In hierarchy, select "1" game object and in its inspector notice that old sceneID is still present.
Note: SceneIDs can be changed on the server side without a problem.
Reproduced with: 5.2.4f1 (no errors though but sceneIDs don't change), 5.3.4f1, 5.4.0b13
