Focus plane does not change according to scene objects in Stereo Display mode
Steps to reproduce:
1. Download and open the attached project on a PC with a 3D Display capable monitor
2. Build for Standalone
3. Run the build in 3D mode
4. Move camera forward past gameObjects with arrow keys.
Expected result: 3D offset is changed depending on the gameObjects position in relation to the camera
Actual result: nothing changes as if the focus plane was very far away
Reproduced on 2017.4.0f1, 2017.4.22f1, 2018.3.9f1, 2019.1.0b7, 2019.2.0a5
