Flickering line above the Scene and Game View tabs while clicking around inside those tabs
Steps to reproduce:
1. Create a new Unity project, make sure editor layout is default
2. Go to the Player Settings and change the Graphics API to DirectX12
3. Switch between Game and Scene view tabs and click around inside those tabs
Expected results: nothing flickers
Actual results: thin line above Game and Scene view tabs flickers
Reproduced in: 2019.1.0a5, 2019.1.0a1, 2018.3.0b6, 2018.3.0a8, 2018.2.13f1, 2018.2.4f1
Didn't reproduce in: 2018.3.0a7, 2018.2.3f1
Regressed in: 2018.3.0a8, 2018.2.4f1
Reproduced with these Graphics APIs: Direct3D12, Vulkan, OpenGLCore, OpenGLES2, OpenGLES3
No observable flickering with: Direct3D11
Note: Does not reproduce on macOS
