"Fix Now" button for Vertex Stream is missing when URP Particles Shader is used, and the Particles Render Mode is non-Mesh
How to reproduce:
1. Open the attached "case_1389023" project
2. Select the "Test" Material in the Project Browser
3. Observe the Inspector
Expected result: Particle System error is thrown in the Inspector, and the "Fix Now" button that makes Particle System and Material Vertex Streams equal exists
Actual result: No error is thrown and no button exists
Reproducible with: 7.7.1 (2019.4.34f1), 10.8.1 (2020.3.26f1), 12.1.3 (2021.2.8f1), 13.1.2 - 13.1.4 (2022.1.0b4, 2022.2.0a2)
