Fix for 6000.0.X: Universal 3D Sample project template takes a very long time to build.
Steps to reproduce:
1. Create a new project using the Universal 3D Sample Template in Unity Hub.
2. Start a build.
3. Build takes a very long time to complete due to long shader variants compilation time.
Actual results: Build takes over 2 hours to complete.
Expected results: Given the small size of the project, build should not take a very long time.
Reproducible with versions: 6000.0.23f1
