Files of another packages are being updated when importing a different asset package
To reproduce:
1. Create a new project
2. From the asset store import "Gif and Screenshot tool" asset
3. Import second asset "Easy Mobile Pro"
4. In the Import Unity Package window scroll down till the Packages
5. Notice that it wants to update already existing packages
Actual result: Packages are updated from different asset
Expected result: The package files from different asset should not be updated
Reproduced in: 2017.4.35f1; 2018.4.13f1; 2020.1.0a14
