File selection window is drawn under settings popup when saving library in [LookDev]
To reproduce:
1. Open any project (or create new)
2. Open Windows > Experimental > LookDev
3. Press Settings > Save Current Library or Settings > Save As New Library
4. The opened window will be drawn under the settings popup (see https://gyazo.com/f994df9b12cfd6846ab5afff4b5a56bd )
Not tested on other file selection windows because I am not aware that there are any more in the editor.
Reproduced in: 5.6.0b2, 5.5.0b1
Not checked with earlier versions because LookDev only appeared in 5.5
