FBX importer doesn't handle the animation compression errors correctly for big numbers
To reproduce:
1) Open attached project and "Test" scene
2) Select Tester object in hierarchy
3) Click "Print keys"
Expected: keys.Length is reported the same through all clips
Actual: The keys.Length is different depending on Curve
Reproduced in 2017.1.0p3, 2017.3.0.f3, 2017.3.1p1, 2018.1.0b7
