Extra space appears on right side in Notifications Menu when using horizontal scroll bar in Unity Hub
Steps to reproduce:
1. Open Unity Hub
2. Enable Notifications (Settings > Notifications > Enable notifications)
3. Close Settings window
4. Have a long content notification
5. At the top bar, press on "Notifications" icon
6. When Notifications menu opens use the horizontal scroll bar (bottom scroll bar)
7. Observe the Notifications menu
Actual results: There is an empty space on the right side in Notifications menu when using the horizontal scroll bar
Expected results: There should be no extra space in the Notifications menu, when using horizontal scroll bar
Reproducible with versions: 3.14.2
Reproducible on: Windows 11, macOS Tahoe 26 (M3 Max)
