Error message appears when two projects are opened and the first one is reimported
How to reproduce:
1. Open "Bugs In 2018.3.zip" and let it fully load
2. Open "Bugs In 2018.3 Second Project.zip" and let it fully load
3. Click Reimport All in "Bugs In 2018.3.zip" project
Actual results: message with error about another instance running on a project appears
Expected results: project reimports successfully
Reproducible with: 2017.4.0f1, 2017.4.14f1, 2018.2.14f1, 2018.3.0b7, 2019.1.0a6
Note: happens on all not empty projects, does not reproduce on macOS
