Error “Failed to load XRReferenceImageLibrary“ when an AR tracked image manager is in a scene that is loaded from an addressable

Reproduction steps:
1. Open the attached project "ReproProj" with the Android platform
2. Open the “/Assets/Scenes/start scene.unity” Scene
3. Go to Window > Package Manager > Unity Registry
4. Search for the Android LogCat package
5. Install the Android LogCat package
6. Open the Android LogCat window by going to Window > Analysis > Android LogCat
7. In File > Build Settings tick Development Build
8. Build and Run on an Android device
9. Observe Android LogCat

Expected result: No errors related to AR-tracked image manager
Actual result: Error “InvalidOperationException: Failed to load XRReferenceImageLibrary ‘LIBRARY NAME’: library does not contain any ARCore data.“ is present

Reproducible with: 5.1.0 (2021.3.31f1, 2022.3.10f1, 2023.1.16f1), 6.0.0-pre.3 (2023.2.0b12, 2023.3.0a8)
