Entering playmode in fullscreen on one display while Editor is fullscreen on another display fails
Steps to reproduce:
1. Open any Unity project
2. Fullscreen the Unity Editor on Display 1
3. Navigate to "Game View" and change the "Enter Play Mode" setting to "Fullscreen on Display 2" (names don't have to match, key thing is to choose a different display than the Editor is running on)
4. Enter Playmode
Expected result: Editor stays fullscreen on the current display, Game view starts on another display in fullscreen.
Actual result: Game view steals focus from Editor and tries to enter fullscreen on the same display and fails to even properly start in fullscreen, only takes up a portion of the screen (check attached screen recording)
Reproduced with: 2022.2.0a7

Resolution Note:
Fullscreen Playmode has been removed from Unity in its current iteration. It does not meet the product quality bar. We hope to address it in the future in a more holistic way.
