Enabling OpenXR in Windows causes project to resolve packages indefinitely.
*Description:*
Installing the OpenXR from the windows section in XR Plug-In management causes the project to get stuck resolving packages indefinitely.
*Repro Steps:*
# Open Project
# Open build settings
# Select openXR
# Observe
*Observed Behavior*
The project Resolves packages indefinitely - unable to open the OpenXR sub-menu option
*Expected Behavior*
Project should finish loading and resolving packages without hindering project
