Empty "StreamingAssets" folder gets created after building an empty project
How to reproduce:
1. Create a new project
2. Build the project
3. Observe the Project window
Expected result: No new folders are created
Actual result: Empty "StreamingAssets" folder is created
Reproducible with: 2021.3.2f1, 2022.1.0f1, 2022.2.0a11, 2022.2.0a12
Not reproducible with: 2019.4.38f1, 2020.3.34f1, 2021.3.1f1, 2022.1.0b16, 2022.2.0a10
