Emission colors are incorrect when converting materials from Built-in to URP
How to reproduce:
1. Open the attached project "UrpMatConversion.zip"
2. Select "Render Pipeline" in the Hierarchy window
3. Change Render Pipeline Asset to "Universal Render Pipeline Asset" in the Inspector window
4. Select "EmissiveMatBlue", "EmissiveMatOrange", and "StandardMat" materials in the Project window
5. Click Edit>Rendering>Materials>Convert Selected Built-in Materials to URP
Expected result: Emission colors are the same as before converting to URP
Actual result: Emission colors are different after converting to URP
Reproducible with: 2020.3.36f1, 2021.3.6f1, 2022.1.8f1, 2022.2.0a19, 2023.1.0a2
