Element color does not change when unityBackgroundImageTintColor property is used
To reproduce:
1. Open attached project
2. Open in menu 'Tools/UIElements_ImageColorBug'
Reproducible with: 2019.2.0a6, 2019.2.0a10
Not reproducible with: 2019.1.0b9, 2019.2.0a5
Not reproducible with: 2017.4.24f1,2018.3.11f1 due to script incompatibilities
Actual results: unityBackgroundImageTintColor doesn't change the color of an Element
Expected results: unityBackgroundImageTintColor should change the color of an Element
Fixed in: 2019.2.0a11
