EditorSceneManager.sceneOpened is not triggered when initially loading Scene on Editor Startup
Reproduction steps:
1. Open the attached “BugRepro” project
2. Observe the Console window
Expected result: A message with the current Scene name is displayed
Actual result: No message is displayed
Reproducible with: 2021.3.44f1, 2022.3.47f1, 6000.0.20f1
Reproducible on: Windows 11
Not reproducible on: No other environment tested
Note: Not reproducible when opening a Scene from within the running editor.

EditorSceneManager.sceneManagerSetupRestored is a callback that can be used for scenes that are restored on startup - keep in mind that this will also be called when entering and exiting play mode.
