EditorGUILayout.Slider() interferes with 3D handles in Scene Window
Steps to reproduce this issue:
1. Open attached project's "784599.zip" scene "test".
2. Select "Cube" in hierarchy.
3. Try to move the cube with a handles in the scene view.
4. Handles do not work
Reproduced with 5.4.0b13, 5.3.4p3, 5.1.0f3

it makes GUI sliders unusable unless i am missing something.
