EditorApplication.contextualPropertyMenu is not called when right-clicking on an array or list name in the Inspector
How to reproduce:
1. Open the attached project "ContextMenu.zip"
2. Open SampleScene
3. Click on GameObject in the Scene Hierarchy
4. In the Inspector right-click List or Array
Expected result: Context Menu is logged to the Console
Actual result: Nothing is logged to the Console
Reproducible with: 2020.2.0a13, 2020.2.1f1,
Not reproducible with: 2018.4.34f1, 2019.4.26f1, 2020.2.0a12, 2020.2.2f1, 2020.3.8f1, 2021.1.7f1, 2021.2.0a17
