Editor window has different size compared to newly added windows of the same type when reducing their size to minimal size
Steps to reproduce:
1. Open the attached project "case_1116842"
2. Notice how the sizes of two Hierarchy windows are different
Expected results: Minimal possible size of different windows of the same type is equal
Actual results: Minimal window size is different for different windows of the same type
Reproducible with: 2017.4.17f1, 2018.3.3f1, 2019.1.0a14, 2019.2.0a1
Note: In the added photo the window that is wider is the original window from the Default layout and the other window is newly added
