Editor Window is resized to half of the vertical screen after the Editor is relaunched is the monitor is not the main monitor
To reproduce (Requires two monitor setup ):
1. Open the Editor
2. Undock Inspector window, move it to the vertical monitor (make sure it is not a primary monitor) and maximize it
3. Close and reopen the Editor
4. Observe that Inspector is not fullscreen anymore
Expected: the undocked maximized window is not resized after the Editor relaunch if that window is not on the main monitor
Reproduced in 2017.1.1p3, 2017.2.2p3, 2017.3.1p4, 2018.1.0f1, 2018.2.0a8
