Editor Window buttons stop working when Windows are in fullscreen
How to reproduce:
1. Open any project
2. Double-click on a Windows label e.g "Game", "Project"
3. Try and operate that Windows Menu Bars
Actual result: Buttons and dropdowns are inoperable and all buttons lose function
Expected result: Fullscreening Windows does not impact the functionality of buttons
Reproducible with: 2023.3.0b1, 2023.3.0b2
Not reproducible with: 2021.3.34f1, 2022.3.17f1, 2023.2.5f1, 2023.3.0a19
