Tooltips are missing for scene template asset

Steps to Repro:
1. Create a new project
2. Project window > right-click > create > Scene Template
3. Hover over scene template properties

Actual Result:
Toottips are missing for scene template asset

Expected Result:
Tooltips are displayed for scene template asset's properties

Occurring in:
2021.2.0a11, 2021.1.f1, 2021.1.0a1

Environment:
Windows 10, Mac 10.15

Note: Scene template was introduced in 2021.1
