[Editor] Tooltips are missing for all properties under Tier Setting window
Tooltips are missing for all properties under Tier Setting window, Refer attached video
Steps to repro:
1. Create a new project
2. Edit > Project Settings > Select
3. Project Settings Window > Graphics > Tier Setting > Open Editor
4. Hover mouse on properties under Tier Setting window
Actual Result:
Tooltips are missing for all properties under Tier Setting window
Expected Result:
Tooltip appears when the mouse has hovered on the properties
