Editor Toolbar Tooltips disappear after a being shown for just a fraction of a second
How to reproduce:
1. Open attached project "GameCoursesBeginner.zip"
2. Move mouse cursor over the icons in the upper-left (View Tool icon, Move Tool icon)
Expected result: Tooltip does not dissapear
Actual result: Tooltip dissapears after a very short amount of time
Reproducible with - 2021.1.4f1, 2021.1.11f1
Not reproducible with - 2018.4.35f1, 2019.4.28f1, 2020.3.11f1, 2021.1.3f1, 2021.2.0a1, 2021.2.0a20
