Editor shortcuts take window focus away from Game View window when in Play Mode
Reproduction steps:
1. Open the attached project "Input System Test"
2. Open the "SampleScene" scene
3. Enter Play Mode
4. Press Ctrl + 5
Expected result: Game view stays focused
Actual result: Game View window loses focus and Project window is focused
Reproducible with: 2018.4.30f1, 2019.4.20f1, 2020.2.7f1, 2021.1.0b9, 2021.2.0a6
