[Editor] Player Settings Window doesnt come in focus When Build Settings Window is above on it
Player Settings Window doesn't come in focus When Build Settings Window is above on it
Steps to Reproduce:
1. Create a new Project
2. Click on Edit > Project Settings
3. Undock Project Settings window
4. Click on File > Build Settings Window
5. Click on Project Settings window to bring in focus
Actual Result: Project Settings window doesn't come in focus
Expected Result: Project Settings window comes in focus
Environment:
Mac 10.14 only

2019.3.0a2, 2019.2.0b2, 2019.1.0f2, 2018.3.0f2, 2017.3.0f2
