Manipulators and gizmos are visible for Reflection Probe when root scale is zero
Steps to Repro:
1. Open attached project
2. Select reflection probe GameObject in Hierarchy
3. Observe the reflection probe box in Scene
Actual Result:
The box is present for the Reflection Probe
Expected Result:
No manipulators or gizmos are visible in the Scene View
