[Editor] [MAC]The Windows that are unattached and overlap the Editor Window are hidden behind when the Editor Window is focused
How to reproduce:
1. Create a new Project
2. Open the Project Settings Window
3. Resize the Editor Window so it is not Full Screen
4. Resize the Project Settings Window and move it, so it goes outside the Editor Window
5. Click on the Editor Window
Expected Behavior: The Project Settings Window is not hidden behind the Editor Window
Actual Behavior: The Project Settings Window is hidden behind the Editor Window
Reproducible with: 2018.3.10f1, 2019.1.0b5, 2019.1.0b9, 2019.2.0a5, 2019.2.0a10
Not Reproducible with: 2017.4.24f1, 2018.3.9f1, 2019.1.0b4, 2019.2.0a4
Note: When you click Window > "Bring All To Front" the hidden windows are not coming to the front. The issue is only reproducible on MAC.
