[Editor] "Layouts" and "Lock" options are missing from the dropdown of Project tab
"Lock", "One Column Layout" and "Two Column Layout" options are missing from the dropdown due to which switching from one and two column layouts is not possible.
Steps to reproduce:
1. Create a new project
2. Select Burger Button from Project tab
Actual Result:
"Layouts" and "Lock" options are missing
Expected Result:
"One Column Layout", "Two Column Layout" and "Lock" options can be selected.

2019.2.0a5
Not Reproducible with:
2019.2.0a4, 2019.1.0b3
