Editor layout is not remembered when creating a new project
How to reproduce:
1. Create a new Project
2. Change the Editor layout
3. Close the Project
4. Create a new Project
5. Observe the Editor layout of the new Project
Expected result: The layout is the same as the previously closed project
Actual result: The layout is the Default layout
Reproducible with: 2020.2.4f1, 2020.3.10f1, 2021.2.0a15, 2021.2.0a18
Not reproducible with: 2018.4.34f1, 2019.4.27f1, 2020.2.3f1, 2021.1.0a1, 2021.1.8f1, 2021.2.0a14
