Editor freezes on "Open Project: Register Scripts" Unity's code execution when opening a project
Reproduction steps:
1. Download, extract, and open the attached “repro-project”
Expected result: The project opens successfully
Actual result: The Editor freezes on "Open Project: Register Scripts" Unity’s code execution
Reproducible with: 2022.3.5f1, 2022.3.12f1
Not reproducible with: 2021.3.32f1, 2022.3.4f1, 2023.1.19f1, 2023.2.0b16, 2023.3.0a12
Reproduced on: Windows 10 Pro
Not reproducible on: No other environment tested
