Editor freeze when Creating or Opening a Project while working offline
To reproduce:
1. Open any project
2. Turn off the Internet connection
3. In the Editor, select File -> New Project
4. Select "Work Offline" in the No Network Connection page
5. Select "Create project" in the New Project page
Desired outcome: Editor closes and reloads with a Manual Activation page
Actual result: Editor closes and freezes on the Logo while reloading
Note: The issue is also reproducible when opening an existing project (File -> Open Project).

5.4.3 on Mac, can't open a project, not even new empty project.
not fixed after reinstalling, can't deploy my update.
had it recently on windows but it opened after a few tries (on 2017.x & 5.6.x - not sure which since upgraded for other reasons).
