Editor closes and doesn't open up again when trying to load a Layout with Valve OpenVR installed
How to reproduce:
1. Open the user's attached project("UnityXRLegacy.zip")
2. Click the Layout selection UI in the top right corner > Load layout from file
3. Load the user's attached Layout "TryThisLayout.wlt"
Expected results: The Editor reloads with the layout
Actual results: The Editor shuts down and doesn't start back up
Reproducible with: 2020.2.0b11, 2021.1.0a4
Couldn't test with: 2019.4.14f1, 2020.1.14f1(Downgrading causes a reimport and the issue is gone also can't recreate this from scratch)
