Editor crashes when Particle System is emitting shadow casting lights

How to reproduce:
1. Open the attached project named "Case_1217809"
2. Open the sample scene
3. Enter Play mode or select a Particle System in the Hierarchy

Expected behavior: Particles are spawned without any issues
Actual behavior: Memory starts leaking which leads to a crash

Reproducible with: 2019.3.0f6, 2019.3.1f1, 2020.1.0a23
Not reproducible with:2017.4.37f1, 2018.4.17f1, 2019.3.0f5

1. Graphics APIs tested: D3D11, D3D12, Vulkan

    This issue is listed as being fixed in 2019.3, but it is not as of 2019.3.6 (released on 2020-03-19).

    It's also concerning that this issue no longer appears in the list of Known Issues. If you look at the patch notes for 2019.3.5, you will see this is listed as a known issue: https://unity3d.com/unity/whats-new/2019.3.5 (Issue number 1217809). However, if you look at the patch notes for 2019.3.6 (https://unity3d.com/unity/whats-new/2019.3.6) this issue appears nowhere in the notes, neither as a fixed issue or under the Known Issues.

    I've just tried to reproduce this bug, and it is very clearly still present in 2019.3.6. A single particle system with a light on it rapidly inflates Unity's memory, and Unity quickly crashes.

    When will this issue actually be fixed?
