Editor crashes on "SubProgramBlobWriter::Flush" when building the project
How to reproduce:
1. Open the "IN_46213" project
2. In the Build Settings press "Build"
Expected result: project builds successfully
Actual result: Editor crashes
Reproducible with: 2021.3.28f1, 2022.3.5f1, 2023.1.4f1, 2023.2.0a23
Reproducible on: Windows 10 Pro
Note: tested with WebGL, Windows Standalone and Android Platforms selected
