[Editor] Cannot change Graphics API's if platform is set to something other than Windows, Mac & Linux standalone
1. Open attached or new project
2. Switch to Android or iOS platform
3. Try to remove OpenGLES3/Vulkan Graphics API or change their positions
Expected result - Graphics API is changed
Actual result - Graphics API does not change
Reproducible with - 2020.1.0a24(0efcce64deba), 2020.1.0a24(45f6ba0b39bb)
Not reproducible with - 2020.1.0a24 (9f45b88dce9d)
Note - Not reproducing if platform is set to PC, Mac & Linux Standalone (it requires restart of Editor though)
