[Editor] Build progress bar jumps around and does not go to 100% when building Android APK (2020.1 regression)
How to reproduce:
1. Create a new Android project
2. Build the apk
3. Observe build progress bar
Expected Behaviour: The progress bar is filling as expected
Actual Behaviour: The progress bar is moving back and forward and never reaches the full bar
Reproducible with: 2020.1.0a23, 2020.1.0b2
Not reproducible with: 2020.1.0a22, 2019.3.6f1, 2018.4.19f1, 2017.4.38f1

This also happand to me while building on WegGL although it is making progress it will suddenly jump back 25% and then forwards again a few seconds later. It is amusing to look at though.
