"Editor Attaching" is keeps turned on after disabling it and restarting Unity
How to reproduce:
1. Create new project file
2. Go to Preferences -> External Tools
3. Disable "Editor Attaching"
4. Restart Unity
Expected result: After the restart, "Editor Attaching" should be disabled as expected.
Actual result: After restart, "Editor Attaching" automatically becomes turned on
Reproduced with: 5.5.5f1, 5.6.4p2, 2017.1.2p3, 2017.2.0p2, 2017.3.0b9, 2018.1.0a4
