Steps to reproduce:
1. Create a new project
2. Add floating window
3. Focus it
4. Click and drag outside the floating window
Expected results: Different window is focused
Actual results: Fucus floating window moves
Reproduced with: 2018.4.9f1
Not reproducible with: 2018.4.8f1, 2020.1.0a3, 2019.2.0b3, 2019.2.3f1
