Edit Animation Event window doesn't come on top when editing events
Open the Animation window, add an event.
Try to edit it. When the Edit Animation Event window shows up for the first time it goes on top of the editor and animation windows. If it looses focus, and the events are to be edited again, the window stays hidden in the background
Expected: pop it to the front every time user wants to edit the event
