-e the new rect tool is broken. half of the time moving a handle ends up moving the border
1. Import a new sprite
2. Set it to "Sprite (2D/uGUI)
3. Open Sprite Editor for it
4. Draw a rectangle to slice one of the sprites
5. Resize it several times
Expected result: The rectangle is always resized
Actual result: around half the time a border is resized instead
