[DXR] Ray traced reflections with 2 bounces always noisy regardless of denoiser radius

How to reproduce:
1. Open the attached "dxr_rtr_noise_bugreport.zip" project
2. Open "Scenes/SampleScene"
3. Enter the PlayMode
4. Ray Tracing Volume -> Screen Space Reflection -> Change ray tracing reflection denoiser radius

Expected result: Ray traced reflection is not noisy
Actual result: Ray traced reflection is noisy regardless of denoiser radius

Reproducible in: 2021.2.0b3 (12.0.0), 2022.1.0a1 (12.0.0)

Could not test with these versions because of project breaking: 2019.4.29f1(7.6.0), 2020.3.14f1 (10.5.0), 2021.1.14f1 (11.0.0)
