[DX12] Reflection probes are distorted on Xbox when running as UWP

Repro steps:

1. Open attached project;
2. Switch build target to UWP;
3. Make sure graphics API is configured for DirectX 12;
4. Build to UWP;
5. Open generated VS project, change deploy target to remote machine and enter Xbox IP address;
6. Deploy the project;
7. Find the deployed game on Xbox, click view button -> View details -> change "App type" to "Game"
8. Run the game either directly on Xbox or through Visual Studio from your dev machine.
9. Notice reflection probes are all distorted.

    Still an issue with Unity 2022.3.36f1, UWP build using URP. Cubemaps applied to reflection probes do not render as expected.
